Fishers brace as Duterte orders to go after “leftist organizations”
Manila, Philippines – The activist fisherfolk group Pambansang Lakas ng Kilusang Mamamalakaya ng Pilipinas (PAMALAKAYA-Pilipinas) on Saturday lambasted President Rodrigo Duterte for his order to go after leftist organizations that he maliciously tagged as supporters and legal fronts of the New People’s Army (NPA). PAMALAKAYA said the order is dictatorship in the making and an open fascist rule.
Although the group said it is nothing new because even without the order, people’s organizations and activists fighting for the democracy have always been the target of harassments and persecutions from the state. But the order, according to the group will institutionalize and a license to attack the dissents and everyone who is critical of the administration.
“We fear for intensified military operations in the rural communities especially those with active local mass struggles. Filing of trumped-up charges and extra-judicial killings against local members and leaders will worsen under Duterte,” Fernando Hciap, PAMALAKAYA Chairperson said in a statement.
The group said instead of military approach, still the best option to resolve the civil unrest is to return to peace negotiations with the National Democratic Front of the Philippines (NDFP) and even other groups waging war against the government.
“In fact, returning to peace negotiations is better than a fascist approach. After series of consultations from our regional chapters and various sectors, we believe that the proposed reforms of the NDFP in the aspects of socio-economic and political will benefit the Filipino people and will achieve a total peace in the land,”
“Otherwise, if Duterte is really close-minded in talking peace, then the patriotic Filipino people have no option but to choose the path of intensifying our resistance and struggle to oust him in power. We have already done that to two past regimes, just to remind him,” ended Hicap. ###

This was the response of the militant fisherfolk group Pambansang Lakas ng Kilusang Mamamalakaya ng Pilipinas (PAMALAKAYA-Pilipinas) on Friday to Defense Secretary Delfin Lorenzana after he refuted the fisherfolk group’s charge against him for being behind the suspension of the 5th round of peace talks between the Government of the Republic of the Philippines (GRP) and National Democratic Front of the Philippines (NDFP).
Secretary Lorenzana on Wednesday admitted that “he and other government officials recommended the suspension of peace talks with communist rebels.”
“Now that Secretary Lorenzana has finally confessed that his hands were on the interruption of peace talks, the more we will call for his resignation in order for the peace process to continue and prosper,” Fernando Hicap, PAMALAKAYA Chairperson said in a statement.
PAMALAKAYA laments the suspension of the 5th round of peace talks when it supposed to discuss the socio-economic reforms including agriculture and rural development and national industrialization that will address the long standing demand of the Filipino people.
The group said Lorenzana’s “recommendatory participation” in the government decision making always leads to suppression of people’s democratic and civil rights. Secretary Lorenzana was behind the declaration of an all-out-war against the communist rebels on February which in practice targets ordinary civilians and unarmed freedom fighters and activists fighting for democratic rights. Lorenzana was also in Russia with President Rodrigo Duterte when the latter declared Martial Law in Mindanao on May 23.
“No one is to blame on this sequence of the government’s militarist rule but the military junta in the Duterte Cabinet headed by Defense Secretary Lorenzana,”
Lorenzana’s presence in the government is detrimental to the peace-loving Filipino people. In order to pursue just and sustainable peace, government officials who are outright militarist and “utak-pulbura” like Lorenzana must be removed,” ended Hicap. ###

Manila, Philippines – The militant fisherfolk group Pambansang Lakas ng Kilusang Mamamalakaya ng Pilipinas (PAMALAKAYA-Pilipinas) on Monday slammed and urged Defense Secretary Delfin Lorenzana to quit his post over the suspension of the 5th round of peace negotiations between the Government of the Republic of the Philippines (GRP) and the communist-led National Democratic Front of the Philippines (NDFP).
The 5th round of peace talks was supposed to start on Saturday when the GRP peace panels withdrew from the negotiation as they demand for an “enabling environment conducive to achieving just and sustainable peace in the land”.
For its part, the fisherfolk group said the 5th round of peace talks is one of the extensive parts of the negotiations for it will tackle the Comprehensive Agreement on Socio-Economic Reforms (CASER) that will resolve the long-standing problem besetting the Filipino people which are landlessness and lack of adequate jobs.
“It is so unfortunate that the peace talks have been put on hold when it was supposed to discuss the social and economic reforms that include rural development and providing jobs to millions of our people. The suspension of the talks clearly shows that the Duterte administration is not ready to address the long standing clamor of the Filipino people for land and social justice,” Fernando Hicap, PAMALAKAYA Chairperson said in a statement.

The fisherfolk group slams the AFP for its ongoing presence in Brgy. Patungan, a 602-hectare coastal community in Maragondon, Cavite where 353 fisherfolk families have been facing a threat of demolition since last year to pave way for private beach resort of the Maria Teresa Virata (MTV) Corp.
On Friday, the regional chapter of PAMALAKAYA in Southern Tagalog reported the presence of around 80 combination of Philippine National Police (PNP) and Philippine Air Force (PAF) in the community. The residents feared the presence of the armed troops might lead to another violent demolition attempt like what happened last year.
Police harassment vs PAMALAKAYA members in Quezon continues
Sariaya, Quezon – The militant fisherfolk group Pambansang Lakas ng Kilusang Mamamalakaya ng Pilipinas (PAMALAKAYA-Pilipinas) on Wednesday decried the recent harassment committed by the Philippine National Police (PNP) under the Quezon Provincial Public Safety Company (PPSC) against the fisherfolk in the coastal barangays of Sariaya, Quezon.
According to Ara Marcellana, PAMALAKAYA organizer and regional coordinator in Southern Tagalog, the first harassment, dubbed by the PNP as ‘operation strike’ occurred on February 18 where 10 elements of the PNP in a full battle gear rummaged Brgy. Guisguis Talon to search for her and her two other colleagues. Marcellana said they are being accused by the PNP of being members of the communist-New People’s Army (NPA). The PNP interrogated the fisherfolk in the area on the whereabouts of the organizers, they even threatened the fishers not to entertain the organizers or else they will also get arrested.
The same thing happened on March 5 where 12 PNP returned to the same coastal barangay and accused the fisherfolk and other coastal residents that they are accepting and accommodating NPA members in their community. The fisherfolk denied the allegations, saying they are members of PAMALAKAYA and the organizers are helping them on their local issue which is the planned conversion of their coastal community into a coal-fired thermal power plant of the San Miguel Corp. (SMC) Global Power Holdings Inc.
In a statement, PAMALAKAYA National Chairperson Fernando Hicap assailed the PNP for the harassment and threat they commit to the fishers and its organizers.

Sariaya, Quezon – The provincial organizers of the fisherfolk group Pambansang Lakas ng Kilusang Mamamalakaya ng Pilipinas (PAMALAKAYA-Pilipinas) in Sariaya, Quezon reported harassment from the elements of the Philippine National Police (PNP) under the 415th Provincial Police Mobile Group.
Ara Marcellana, PAMALAKAYA-Southern Tagalog Coordinator and organizer reported that on the morning of February 18, at least 10 elements of the PNP have searched and rummaged Barangay Guisguis Talon where she and her co-organizers had last went into. The elements of the PNP that were in a full battle gear have threatened and interrogated fisherfolk leaders in the community and told them not to entertain the organizers or else they will get involved in the arrest.
“This is the sum of all our fears, the government-declared all-out-war is actually a total war versus unarmed and legal activists fighting for the welfare of the marginalized sectors in the countryside. We vehemently condemn the PNP and its elements in the strongest terms possible for the harassment and fear they brought to the fisherfolk of Quezon. Our members and organizers in Quezon are active members of PAMALAKAYA that legitimately waging their local struggle which is the planned conversion of their fishing community into private venture,” Fernando Hicap, PAMALAKAYA Chairperson said in a statement.

Manila, Philippines – The militant fisherfolk group Pambansang Lakas ng Kilusang Mamamalakaya ng Pilipinas (PAMALAKAYA-Pilipinas) on Wednesday assailed President Rodrigo Duterte’s all-out-war declaration against the Communist Party of the Philippines and its armed-wing New People’s Army (CPP-NPA) for according to them, this is equivalent to a total war against unarmed activists and rights advocates fighting for the welfare and basic rights of the marginalized people.
President Duterte’s declaration of an all out war was part of his series of tantrums after he lifted its own unilateral ceasefire declaration against the revolutionary rebels followed by complete termination of the ongoing peace negotiations between the Government of the Republic of the Philippines (GRP) and the communist National Democratic Front of the Philippines (NDFP).
In a statement, PAMALAKAYA lambasted the Armed Forces of the Philippines (AFP) Chief of Staff Eduardo Año and the Department of National Defense (DND) Secretary Delfin Lorenzana for working hand in glove to derail the peace talks. The two high-ranking AFP Generals are the partners in crime behind the cessation of the peace negotiation that could have been achieve prosperous developments that are deemed helpful to the Filipino people in the process.
