Fisherfolk rejects 2018 US military war games
Manila, Philippines – The militant fisherfolk group Pambansang Lakas ng Kilusang Mamamalakaya ng Pilipinas (PAMALAKAYA-Pilipinas) on Friday slammed Armed Forces of the Philippines (AFP) Chief of Staff Eduardo Año for soliciting military assistance to the United States (U.S.) in the form of Balikatan exercise or war games.
The AFP chief of staff announced a total of 261 agreed joint US-RP military activities after his visit to the U.S. last week for the Mutual Defense Board meeting.
In a statement, the fisherfolk group accused the General Año of being the America’s emissary to the country in order to execute war games that advance the U.S. geopolitical interest in the region while violating the country’s sovereign and territorial rights.
The group strongly opposes war games under the Visiting Forces Agreement (VFA), Mutual Defense Treaty (MDT), and the Enhanced Defense Cooperation Agreement (EDCA) for its unequal and one-sided provisions.
“American troops who commit crimes in our soil can easily get away with it because of these unfair military agreements. We fear for another Nicole and Jennifer Laude incidents because of this another set of military exercise,” Fernando Hicap, PAMALAKAYA Chairperson said in a statement.
The group said President Rodrigo Duterte is following the footsteps of his predecessor Benigno Aquino III of increasing the U.S. military presence in the country at the cost of our sovereign rights and security of the Filipino people.
“President Duterte is embracing the same military policy that former President Aquino had carried out. Apparently, Duterte is now the number one lapdog of the country that he used despise,”
“After all the cuss and tirades against the U.S., in the end, it all leads to sheer puppetry,” Hicap added.
The group instead calls for the scrapping of all unequal military pacts with the United States and to totally kick out American troops in the Philippine soil. ###
Group slams absence of external security allocation in 2018 defense budget
Manila, Philippines – The militant fisherfolk group Pambansang Lakas ng Kilusang Mamamalakaya ng Pilipinas (PAMALAKAYA-Pilipinas) on Monday questioned the 2018 proposed budget for the Department of National Defense (DND) that is worth P145 billion if this includes the development of external defense that will uphold our territory and sovereignty against foreign intervention, particularly against China who continues to claim most part of the West Philippine Sea.
In a statement, PAMALAKAYA lambasts the large budget allocation for the national defense which will definitely be used for its repressive war campaigns such as the all-out-war and martial law in the whole Mindanao.
“Instead of developing our external defense capabilities, the government is more devoted to its self-declared war against its so-called internal threat which actually targets ordinary civilians on the ground. We are dismayed that President Duterte has no plan to modernize our naval equipments to defend our sovereign rights from China’s illegal occupation and reclamation in our waters,” Fernando Hicap, PAMALAKAYA Chairperson said in a statement.
The group says increasing the fighting capabilities of the Armed Forces of the Philippines (AFP) should curtail the external threat rather than using it to intensify attacks against its own people under the banner of total war, war against drugs, and war on terror.
“The budget for defense is obviously a coffer to step up state-perpetrated offensives against the Filipino people especially those who actively resist government’s repressive policies and laws. President Duterte downplays the evident threat to our national sovereignty and territorial integrity,” added Hicap.

Manila, Philippines – The militant fisherfolk group Pambansang Lakas ng Kilusang Mamamalakaya ng Pilipinas (PAMALAKAYA-Pilipinas) on Friday lashed out at the Armed Forces of the Philippines (AFP) for letting the United States (U.S.) intervene on the ongoing war against the local terrorist group Maute in Marawi City.
The fisherfolk group said President Rodrigo Duterte loses its command over his own military. It seems that only those military generals in his Cabinet have control on the ongoing conflict particularly Defense Secretary Delfin Lorenzana, Security Adviser Hermogenes Esperon and AFP Chief of Staff Eduardo Año who deliberately allow American military forces to intervene in the Marawi siege. President Duterte admitted that he was unaware of the presence of American troops in Marawi to provide Filipino troopers with “technical support”.
PAMALAKAYA said foreign meddling in our internal conflict is a clear violation of our sovereignty and constitution. Whether it is for technical or direct support through operations, the U.S. army has no right to interfere in our civil war. The group warned President Duterte on how the U.S. leaves Middle East countries that have ongoing armed conflict devastated after its “military aid and assistance”.
Lift Martial Law in Mindanao! – Fisherfolk to Duterte
Manila, Philippines – The militant fisherfolk group Pambansang Lakas ng Kilusang Mamamalakaya ng Pilipinas (PAMALAKAYA-Pilipinas) on Wednesday scored President Rodrigo Duterte for declaring Martial Law in Mindanao following the clash between the state forces and the Maute Group in Marawi City yesterday.
The fisherfolk group said military rule even in the past has never resolved any lawless violence in the soil but rather, it creates more human rights abuses and hostilities against ordinary civilians.
“We oppose the Martial Law declaration in Mindanao. This will subject unarmed and ordinary civilians to more human rights abuses, warrantless arrests and filing of trumped up charges perpetrated by the state forces. It will also make the civilian communities a battle ground between the government forces and their alleged ‘enemies’, making the civilians as collateral casualties,” Fernando Hicap, PAMALAKAYA Chairperson said in a statement.
PAMALAKAYA said even with the absence of Martial Law, peasant and Lumad communities that have been fighting for right to land and self determination are highly militarized; activists and peasant leaders are being killed. Now that Martial Law has been declared, it will heighten the dictatorial and suppressive character of the state forces.
The fisherfolk group raises doubt on why the martial rule has been declared in the whole of Mindanao when the clash only occurred in Marawi City.
“We fear that the real score behind Martial Law is to curtail the legitimate struggle of the people in Mindanao for land, justice and peace. President Duterte must unconditionally lift his martial law declaration because it is clearly unjustified and obviously dictated by the warmongering military generals in his Cabinet,” ended Hicap. ###

On Friday, the regional chapter of PAMALAKAYA in Southern Tagalog reported the presence of around 80 combination of Philippine National Police (PNP) and Philippine Air Force (PAF) in the community. The residents feared the presence of the armed troops might lead to another violent demolition attempt like what happened last year.

The fisherfolk group pinned AFP Chief of Staff Eduardo Ano and Department of National Defense (DND) Delfin Lorenzana as the top two powerful generals who work hard to obstruct the just and lasting peace in the country through addressing its root causes like poverty and injustice.
Both the Communist Party of the Philippines (CPP) and the GRP have lifted their respective unilateral ceasefire declarations after the Duterte government has failed to make up on its promise to release hundreds of political prisoners and with the continuing military operations and harassments in the countryside despite the unilateral ceasefire.
